The term "bubbler" is used primarily in certain regions, like parts of Wisconsin and Rhode Island, to refer to a drinking fountain. The name originates from the early 20th century when the Kohler Company developed a drinking fountain that produced a bubbling stream of water, and this feature led people to colloquially refer to it as a "bubbler." Over time, the term stuck in those areas, even though most drinking fountains today no longer have that bubbling feature.
